Sultan Erdogan’s Libya conquest

Anna van Densky OPINION The considerable efforts of the European diplomacy to resolve the ongoing conflict in Libya ended up in an unpleasant revelation of the successful colonisation of the oil-rich country by Sultan Erdogan, who has found in Fayez Al-Sarraj (pictured) – the head of the Tripoli administration, – utmost loyal vassal, who effectively misuses his international mandate to empower Ankara.

The Memoranda of Understanding (MoU) between Tripoli administration and Turkish government appeared as a fuit of devotion of Al-Sarraj to “his people”, re-constructing the Ottoman Empire and enriching them with Libyan natural wealth.

Although being from Tripoli, Sarraj was born to a prosperous Turkish family of merchants, and landowners. His father Mostafa Al-Sarraj served as a minister to Libyan Monarchy. Certified architect, Al-Fayez continued family tradition, leading Housing Ministry under Gaddafi régime. However his appearance at international area is associated with the Skhirat Agreement, upgrading his status to the chairmanship of the reconciliation government. Apparently the position he used extensively to promote dear to him Turkish interest in Libya and the Mediterranean.

The EU blind trust in Government of National Accord (GNA) as the only recognised executive power in Libya, opened unlimited number of possibilities to Al-Sarraj to serve his remote patrons in Ankara, including Muslim Brotherhood, which is often falsely accused of keeping him hostage. No they are not – Al Sarraj is not their hostage but adept!

The MoU is not just a document, but a strategic choice, and political declaration of loyalty, replacing Gaddfi dictatorship era with perspective for Libyans to become a colony of Ottoman Empire, and all that in the context of full passiveness of the EU, which is surrendering to Erdogan, at all fronts, pretending Turkey is still the EU candidate country, willing to pursue the way of reform towards European integration.

The MoU is also a crossed red line, the abuse of office by Al-Sarraj, who has been given international support and mandate to gain confidence of Libyan people to establish lasting peace, but not to seal shady deals with foreign powers,

Considering the abuse, it is time for the EU to assess the status of Tripoli administration objectively – it is unconstitutional, because its mandate has been issued by Skhirat agreement (17 December 2015) for one year, with a possibility for renewal for one year only, on condition of the Parliament approval, which has expired a long time ago. And now the EU has to deal with the illegal administration promoting Turkish colonisation of Libya. How moreabsurd European diplomacy can go?

First of all, I would like to thank you for inviting me to attend this important i meeting in beautiful city of Strasbourg, I would like to inform you that I was unable to come due to cancelation of flights and the pressure on Benina Benghazi Airport, because of attacks on our airport by Al-Sarrajs Militia who they destroyed the planes and now we only have one plane which was hijacked by Misurat city

“The Turkish incursion into the countries of the region in general and in the Mediterranean basin specially basin has now become clear to the general public after signing with the unconstitutional of Al-Wefaq government two memoranda of understanding:

the first one on demarcation of maritime borders،
and the second memo on security and military cooperation

These two agreements are rejected by the Libyan parliament and the interim government in addition to National Libyan Army , we reject these memoranda of understanding،: for several reasons، the most important are legal reasons:

“Al-Wefaq government is unconstitutional،, which did not gain confidence from the Libyan parliament،, and rulings were issued against it by the Libyan courts that invalidated all decisions issued by them.
According to the Skhirat Agreement, which did not guarantee who else is also for the constitutional declaration, the first article / fourth paragraph states that the mandate of the reconciliation government is for one year only since it was given confidence by the Libyan parliament and renewed automatically for one year only, therefore the mandate of the reconciliation government has expired For a long time ago, this government can no longer conclude any treaties and agreements that bear any international obligations on Libya
The Memorandum of Understanding violates the Law of the Sea signed in Jamaica in 1982 between two countries that do not have common borders and, more seriously, threatens our friendly relations between neighboring countries of Libya (Greece, Cyprus, and Egypt)
Accordingly, the two memoranda of understanding are canceled and have not entered Into effect. In view of one of its parties, Libya has not completed its required legal
procedures.”

Libyan war crimes and punishment

Anna van Densky OPINION Curiously the European diplomacy started to talk about “war crimes” in Libya in the context of the protracted for a decade conflict ravaging after the West destruction of led by Colonel Gaddafi Libyan state. (Image above: Tuareg, Fezzan)

The failed ‘regime change’ opened a decade of chaos, and fragmentation, resulting in losses of among the civilian population along with the military. However the EU diplomats are not willing to remember who caused the current dramatic situation, neither they are prepared to demand the investigation of the assassination of Mouammar Gaddafi, whose lynching ended the period of the peaceful development of Libya.

“The death of Mouammar Gaddafi, on October 20 in Syrtie, is one of the questions, which should be clarified. There are serious suspicions that it factually was the war crime“, said Luis Moreno-Campo, the General prosecutor of the International Criminal Court (The Hague) on December 16, a month after NATO manhunt, ending in Gaddafi death. Today, almost a decade later, Gaddafi lynching remains unpunished, the 150 tons of Libyan gold vanished and the Libyan state, bombed by NATO air forces, is still in ruins, ravaged by competing militias. The Murzuq air strike is no exception.

The air strike has been reported to be an action upon requests of local people of Murzuq, suffering from Chadian gangs:

The Libyan armed forces’ aviation, under the aegis of Field Marshal Khalifa Haftar, responded promptly to requests for help from the Murzuq community in southern Libya. The village, on the southern outskirts of the capital in Fezzan, had been overtaken by a group of Chadian rebels who killed at least 20 people on Sunday morning. Residents spoke of members belonging to the Chadian opposition and Tebu, defined as “mercenaries in the pay of the Government of National Agreement“, based in Tripoli. The aviation has achieved a high precision raid that has dismantled the group and its means”, an Italian journalist Vanessa Tomassini reported from Libya.

Degraded to conflict and poverty by NATO bombs, the richest state of Maghreb  now faces the EU tutorials on human rights. The EU threatens with the lawsuits: the acts of “selective justice” vis-à-vis Libyans, while the names of the mega villains, who committed crimes resulting in Libyan tragedy, has been never mentioned.

If the EU top diplomat Mogherini stated on behalf of the EU on 2 August, thosecommitting war crimes and those breaching International Humanitarian Law must be brought to justice and held to account”, the investigation into Gaddafi assassination should be the first. Naturally the international community should protect the International Criminal Court, threatened by the US top officials:

“Unprecedented terrorist aggression has been seen in Europe, the United States, and the countries that are our allies under the Collective Security Treaty Organisation in Asia – all this presents a serious threat to international security”, said Russian Foreign minister Sergey Lavrov addressing MunichSecurity conference.

 

Russian minister expressed concern over the overall degradation of the situation in the Middle East and North Africa after ‘Arab Spring’, and migrant crisis in Europe, pointing at  the threat of terrorism to expand in Middle East, North Africa.

Lavrov claimed a  “certain success” in the fight against ISIS, al-Nusra Front, and the other terroristic groups, however he underlined that the international community has failed so far to create a “truly efficient anti-terrorist front”, blaming  “inability” to put aside nonentity matters, and curb geopolitical ambitions.

Lavrov called for a “true union” of the leading nations against international terrorism,  and also to prevent the collapse of Iraq, Libya, Yemen and Afghanistan, infiltrated by ISIS, using the lack of unified strategy to their advantage.

Mogherini in US: ‘mission impossible’

Difficult to imagine less suitable personality to represent nowadays the EU diplomacy in the US, than an ardent promoter of political Islam in Europe, an Italian Socialist – Federica Mogherini, with both Socialism and Islam living winter in the EU.

However the gravity of the situation is beyond personal views and Mogherini’s political convictions: the whole disposition of the foreign policy in the EU makes her visit pretty useless a priori  as a result of an exaggerated loyalty to President Obama, and the US Democrats, the EU has mixed into the US presidential campaign supporting #Hillary, and undermining #Trump, demonstrating an astonishing myopia of the EU diplomacy, unable to anticipate the responsibly to work with any elected by Americans president.
Alas, after the US presidential elections, the EU diplomacy appeared not only to be myopic, but having as much flexibility as a gout patient, struck by multiple arthritis poor losers the EU protagonists continued opposition against President Trump, some as a policy, the others as a credo.
The leader of the European Parliament’s Socialists and Democrats, Gianni Pittella spit oil on fire accusing President Trump of manipulating the UK as a ‘Trojan horse’ to destroy the EU from within. The UK closeness with the US new President is ‘endangering worldwide democracy’,  he assumed, in an interview to anti-Trump TV news channel.
The EU Socialists were not in solitude to continuing the self-imposed ‘holy war’ against the US new administration – the appointed in an obscure procedure Pope Curia fume style, the president of the European Council Donald Trump threw his glove, publishing an open letter, naming President Trump among ‘threats’ to the EU unity. Although odd for a conservative liberal, the personal views of Tusk were also circulated in the world media, downgrading already hostile mood of the ‘Trump-era’ EU-US relations.
The head of the European Commission,  Jean-Claude Juncker did not stay aside, adding his share to ‘anti-Trump’ rhetoric, blaming him ‘populism’, and similarities with European raising nationals, very much appreciated by latest, already seeing inspiration in Trump’s anti-terroristic legislation.
So far the only head of the EU institutions, who showed a diplomatic attitude to the EU-US relations was the new Chair of the European Parliament, a compatriot of Mogherini – Antonio Tajani from the centre-right, although his moderate attitude can be explained by his rise after the US elections. Tajani restrained from confrontational remarks, explaining that in his position he will express the views of the EP as a collective body, but not of his own. A reasonable approach, but not a panacea, as there hardly any ‘collective’ views in the EU in foreign policy.
Within a growing schism among member states on all the major issues: Russia, Syria, Libya, Iran, Palestine – there is no one single big dossier evoking genuine unanimity.
Mogherini ‘sympathy’ visit to Tillerson, with no results and no perspectives, no common grounds and no common interests, reveals the naked truth of the profound crisis of the EU, reflected in the illusionary errands of its top diplomat. However one conclusion of this visit is definite: in gambling with the US elections, the EU lost it political capital, and Brussels, as de facto capital of the EU lost, as consequence,  its significance as the world’s diplomacy stage.

EU foreign policy drama

With flows of migrants from Libyan cost, the EU Southern Neighbourhood, ravaged by Islamic terrorists, and the defrozen conflict in the EU Eastern Neighbourhood with tanks moving along the vicinities in Donetsk, the EU foreign affairs Council, 6.2.2017,  finds itself in the worst situation in years, if not in decades, since the Balkan war.

Both problems have one element in common: the active involvement of the EU in shaping of the future of the neighbouring countries. The zeal of the implementation of the Neighbourhood policy in Ukraine led to the break of pro-European and pro-Russian populations, while the overthrowing of the Libyan ‘tyrant’ caused a turmoil on a half of the African continent.
Due to the EU efforts Libya from a donor became an acceptor, requesting funds to keep the flows of migrants on its coasts. 200 000 euro of taxpayers money were pledged to UN-backed Government of National Accord (GNA), while the destiny of Colonel Gaddafi’s fortune of 200 000 billion, as reported shortly before his assassination, remains obscure. However,  even if donated as agreed the major question remains if there are structures and institutions able of the implementation of the programme to improve the conditions of migrants, and fight against the smugglers.
GNA hardly controls Tripoli, where recently an explosion next to Italian reopened Embassy brought into focus grave security concerns for corps diplomatique, already shuttered by the tragic death of US Ambassador Stevens.
The EU mission on its page still calls it an ‘exiting’ time:
“It is an exciting time to be in Libya as the country is seeking its path towards democracy and stability. Just over two years ago (! -av), the Libyan people showed to the world that popular will could prevail over a ruthless dictatorship. For their courage and determination, Libyans gained the admiration of the whole world”, – although unlike Italians they prefer to watch if from the safe distance of ‘Prestige Business Center Bloc’ in Tunis.
Obviously impossible to compare ravaged by jihadists Libya with the  ‘Anti-terrorist operation’ (ATO) of President Poroshenko in Ukraine, the latest active fighting at the front line in Avdeevka, next to Donetsk endangered Minsk agreements, showing the fragility of the situation there and a huge ambition of Kiev’s leadership to conclude ATO, even at cost of the devastation of once wealthy industrial region of coal-mining.
Till present on contrary to the EU expectations the prolonged restrictive measures against Russia have not delivered an expected result to force Kremlin to abandon its support to two self-proclaimed Republics of Lugansk and Donetsk.
However the sanctions have an effect of the European agricultural sector and business, suffering losses as the result of this policy: the rise of the anti-EU forces in old member states is too obvious to ignore even for myopic bureaucrats of the European external action service, risking to lose their jobs soon, while the European nations demand referendums on EU membership from their governments, profoundly unsatisfied with the impact of  EU foreign policies on their lives.

#Mogherini vs Russia: change of tone

Comment on the arrival and doorstep (in English) by Federica MOGHERINI, High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the EC.

The wording of the top #EU diplomat has changed in absence of any evidence of so called ‘Russian atrocities’ in #Aleppo. Swifly she shifted from condemnation of fictitious crimes of #Assad troops backed by Russian to an appeal to ‘protect’ civilians.

Clearly once again the hellish machine of the Western propaganda failed to smear Russians for their struggle against #Islamic State attacking Syria. Instead of saying ‘thank you’ to Russians for fighting #IS the West did everything possible during the entire conflict in Syria from the day One to cover the real atrocities of the Islamic fundamentalists. John Kerry was trying again and again to convince Sergey Lavrov to give the Islamists a halt. The Cold War is over, but its rudiments are still in the minds of politicians, fighting for sphere of influence in the Middle East at cost of human lives.

The European Union prefers to see the Middle East and North Africa to be seized by bearded fanatics slaughtering people, than co-operate with Kremlin on fighing Islamic fundamentalism. Europe participated in destruction Iraq, they destroyed Libya, covering #Gaddafi assassination with a figue leave of the UN resolution on no-fly zone; the West degraded Libya to a giant playground of terrorist groups from Al Qaeda to Boko Haram, – now each assembly of villains has there its active branch.

Thanks to Russians the Syrian secular state survived attacks of fundamentalists, backed by Americans and Europeans, the way they did it with #Taliban in #Afghanistan using them as a weapon against the USSR. Russians left when the USSR collapsed, however now the West has a problem in Afhanistan that is unsolvable for generation to come. Radical Islam claimed thousands of lives, and will continue to claim more. The EU and their allies did not learn from their lessons in the past. Unfortunately, the price for their mistakes will be paid by the regular citizens, who will face the need to defend themselves against the real, not ficticious atrocities of the Islamists, their politicians so tenderly cared about. In spite of their efforts during five years of Syrian conflict the ‘moderate opposition’ did not manage to separate from the #jihaddi. Looks suspicious, doesn’t it?

 

 

#Clintons’ Sequel

If amid #MonicaGate a Hollywood scriptwriter would bring a scenario of #Clintons come back to the Oval office, it would be dismissed without further discussion as a piece of a bad taste, and certainly too wild even for fiction.

However again life brings surprises reaching further than the wildest dreams: Clintons are at the threshold of the White House.
Would a man who committed a perjury become the US ”First gentleman”? Do American people consider chronic adultery fitting a ‘gentleman’s’ image to project on their own society and the rest of the world? The idea of covering husband’s adulteries does not look too feminist either.
Amazing that among 300 million strong nation no other candidate was picked up by the Democrats to promote but a woman seen by millions as ‘the most humiliated’ First lady and ‘the worst’ Secretary of Stage in American history. In brackets one should mention her fading health.
The double standards of treating #Hillary’s email scandal is another issue that makes perplexed anyone who has an idea of severity of punishment with which Americans protect their state secrets. The tragedy of ruined Libyan state, and slain Ambassador remains #Hillary’s paltry legacy as the US top diplomat.
‘We came, we saw … he died!” giggle will stay engraved as an negative example of devastating results of ignorance in foreign policy, because nowadays Libya is a playground of the international terrorism and jihad.
However as if by some hidden magic #Clintons’ reputation remains immune to damages and scandals they have caused.

#Gaddafi’s assassination

Massive waves of refugees and migrants fleeing ISIS ravaging failed state of Libya cause the EU grave security concern. Dabbed as ‘Afghanistan at European doorstep’ it became a den of an international terrorism and challenge to the European political leadership, once promising a quick fix to an internal conflict with help of the NATO iron fist.

Five years after the collapse of the Libyan state followed the assassination of its ultimate Guide, Colonel Gaddafi, 20/10/2011,  the solution of the conflict if more of a ‘mirge in a desert’ than a tangible political project. However experts insist that the path to reconstituting lies through an objective assessment of the past decisions, actions and strategies leading to the catastrhopie.

In ‘L’Assassinat de Kadhafi’ (in French) Belgium journalist and expert on Africa, Dominique Ugeaux (65) shares his vision on the causes of the Libya disintegration,, poining at the murder of Colonel Gaddafi’s as a fatal error, leading the chain reaciton of events beyond control of Western powers.

In five years passed after the assassination no light was casted on the abhorrent end of Muammar Gaddafi  that shocked the world confronted with the frames from videos of tortures in his last hours. Although immediately denoucnced by some high officials as a ‘war crime’ it was never properly investigated.

Insisting that this crime opened a ‘green light’ to ascendance of international jihad in Libya, and beyond, expanding to the whole of African continent, and further, tormenting the East and the West, Ugeux claims  justice for the slain Colonel for the sake of Libyans and…  Europeans, namely French, who played an imminent role in Libyan tragedy. 

Without failure Domingique Ugeux is a firm believer in international law as the universal tool of progress, and ideals making the world turn round.

Reminiscent of his father a humanist and a man of principle, who inspired him to pick up a pen, Ugeaux dives into  memories of events, and encounters month before Gaddafi’s death, evoking of his sherpa role in engaging legal defence to conoured by Western powers Colonel.

In vain, the abrupt and violent end of Gaddafi’s, shrouding his death in mystery, left efforts of legal defence of Jacques Vergés unsolicited.

However Ugeux does not accept the crime scene as an epilogue to Gaddafi’s rule: he insists on an objective investigation of political actions of responsible at power internationally – NATO, interpreting UN ‘resolution 1973’ protecting civilians, and nationally, especially addressing questions to former French President Nicolas Sarkozy, discarding African Union diplomatic achievement to convince Gaddafi to step down, while misleading public opinion in France pointing at military actions as an ultimate solution.

The role of the opinion leaders is of a special attention in the author’s narrative, revealing  the intrigues around the destruction of the Libyan leader – Ugeux blames philosopher Bernard-Henry Lévy (BHL) for de facto replacing the minister of foreign affairs, not a petty misdemeanor in a democratic country as France. While mixing into political discourse with his own perceptions, BHL initiative to engage as an activist to  travel to Tripoli meeting opposition played not the least role in Gaddafi’s tragic fate.

Raising questions to former president Sarkozy, and his loyal friend BHL on consequences of the Libyan adventure the author is not just exercising in rhetoric, but is determined to raise public awareness that only with bringing responsible of breaching laws to justice one can attempt to construct better future for Libya and for all.
