Congo: EU sanctions failed again

The expulsion of the EU Ambassador Bart Ouvry from the Democratic Republic of Congo is a serious blow to the image of already weakened by Brexit block. In multi-polar world Congo will be not short of friends and those, willing to co-operate with one of the richest African nations. The EU is losing again its positions, due to its outdated foreign policy, inclined to give unsolicited advise and tutorials on democracy and human rights. The price to pay is high – in face of one diplomat, Congolese government turns its back on 28 European states for at least a decay to come.

The EU insistence on prolongation of sanctions on Presidential candidate, Interior minister Emmanuel Ramazani Shadary,  who is the incumbent President’s chosen successor, shows a very poor analysis and judgement of the situation in Congo, especially in view of a broader trend of political longevity of African leaders. It is highly likely that Kabila‘s protégé will win the bid, and it is certain, that he will not forgive and forget the position of Brussels diplomacy.

“Africa’s future is also our future,” said the European Commission president Jean-Claude Juncker said recently at high level Africa-EU Forum in Vienna. However, if the course of the EU foreign policy remains unchanged,  and rigid, soon Europe will be excluded from African future without reverse, and Africa’  future will be shared with Chinese, Indians, and Arabs.

So far the EU politics of sanctions failed wherever it was applied conducted at costs of growth and jobs, leading to impoverishment of Europeans, whose despair erupted in Yellow Vests protests in France. But who will criticize French Minister of interior for an excessive use of force against the protectors?..  Who will apply sanctions against the Interior Minister?..  Quod licet iovi non licet bovi… (What is allowed to Jupiter is not allowed to a bull – Latin proverb).

Congo’s most important export partners are: China (24% of total exports) followed by South Africa (22%) and the European Union (4%). Main imports are: foodstuffs, fuel, textiles and machinery, and leading partners: Angola (15%), France (13%) and Singapore (10%).

#Ceuta incident as model of future

Today’ incident at border between Spanish enclave #Ceuta and Morocco is a prototype of a future of the African illegal migration: massive storming of  borders and assaulting of security officers.  Undoubtedly this is the model of mass migration for foreseeable future, and for one simple reason – because Spanish government accepted the culprits. Yes, the culprits, because harming a policeman is a crime, and leaving it unpunished sends a message to the illegal migrants that it is allowed to attack guardians, and cross the borders, as if city streets when they please.  In absence of any reaction of Spanish government, one can conclude that Illegal migrants are above laws, laws are only for the EU citizens, but African can do whatever they want, openly obstructing established rules and order. The EU border is just a joke!

It became clear today that the migrant policy is not shaped in Brussels by the EU officials, or any other European capital of member-states, but by traffickers in sub-Saharan Africa, who bring multitudes of people to the European borders, with a purpose to enter European states illegally,  and even violently if needed. Anything is allowed: sticks and flame throwers!

The EU has its special role in the “promotion” of the disdain for laws with the European Commission offering to foot a bill for each illegal migrant arriving to the EU. Six thousand euro for a government ready to host an individual without documents,  an unequivocal  official approval of the “migrant business” activity.

But receiving migrants is more than providing them shelter. The next question is how violent individuals will be integrated into European societies, if they are already corrupt with an experience of an  indulgence for violence? Moreover how they will start respecting laws if disregard of rules brought them the maximum benefit of entering the ‘El Dorado’ of their dreams?..

 

EU offers to foot bill for hosting illegal migrants

The European Commission offers to foot the bill for taking in illegal migrants from boats in the Mediterranean, seeking to convince governments to share the burden of migrant flows from Africa after Italy’s new government closed the country’s ports to NGO Mediterranean shuttle vessels.

Under the proposal, the Union’s common budget would pay out 6,000 euros for each hosted illegal migrant, as well as funding the cost of expert personnel to help process mostly African migrants seeking asylum in Europe.

Italy’s rightist interior minister, Matteo Salvini denounced the proposal, Italy does not need charity, he said.

Anna van Densky OPINION European suggestion to arrange illegal migrant ‘disembarkation platforms‘ outside the EU is a stillbirth, rejected by all Maghreb countries, insisting that the creation of migrant camps in not a solution for existing problems of Africa ravaged by conflict and poverty, but a translation of an existing difficulties into another form of challenge – ever-growing refugee agglomerations. Meanwhile European leaders insist on delivery upon ‘obligations‘ given by their ancestors towards asylum-seekers, however they prefer to ignore the fact that the entire international legislation on refugees dates from Colonial era – Geneva Conventions on Asylum 1951.

Looking at Kenya, one can imagine a scale of a problem of mass migration of population in modern Africa – huge numbers of people spending day after day,  year after year “camping” in tents. #Dadaab is an example of the failure even of the UN CHR to resolve problems of suffering from a conflict population through construction of permanent camps – the site hosting 300 000 Somalia refugees became an ever-growing hub attracting new arrivals, but failing to ensure return policies.

Refugee Convention 1951 is a genuine Colonial era document in the times when Africa had no single independent state, and the population of the entire continent was a half of European. Endorsing  Asylum Convention back in 1951 no one could imagine the entire populations of Africans would be moved to Europe, using the document created after the WWII for the devastated European continent. It was amended only once with a Protocol, declaring Convention ‘universal‘, but nobody outlined how the developed part of the world would host all asylum-seekers of the planet.

Refugee Convention 1951 remains a key legal document that forms the basis of international action. Ratified​ by 145 State parties, it defines the term ‘refugee’ and outlines the rights of the displaced, as well as the legal obligations of States to protect them.

The core principle is non-refoulement, which asserts that a refugee should not be returned to a country where they face serious threats to their life or freedom. This is now considered a rule of customary international law.

However with the spread of radical Islamic terrorism, and subsequently the threat to ‘life and freedom’ menacing the entire populations of African countries, opens a broad gate to migrant flows, claiming right to shelter in Europe.

Today African populations are the fastest growing, representing a huge challenge for the young states themselves, where deprivation is massive – half of the Africans live in poverty, without access to basic human needs, such as nutrition, clean water, shelter.

However the intense work of different aid, development, and charities, infant mortality is declining, leading to demographic explosion. With current trends – on average five children per woman – Africa will become the most populated continent, home to six billion people by the end of the century. The EU concept of hosting ‘all in need‘ is a total illusion, even with reforming the EU Dublin regulation, and relocation migrants all over Europe – the simple arithmetics shows that 500 million European have no capacity to deliver in accordance to obligations of their ancestors: African population has been growing from 221 million in 1950 to one billion in 2009.

Nowadays realties indicate to the only possible direction to resolve problems of Africa – in Africa, not outside. In cooperation with African governments, but not in waging wars against them, as it happened in Libya, where the Western “lesson of democracy” caused an ongoing tragedy, destabilising life of the continent.

Brussels to explore reception of migrants outside EU

European Council calls  the Commission to “swiftly” explore the concept of “regional disembarkation platforms”, in close cooperation with relevant third countries as well as UNHCR and IOM. Such platforms should operate distinguishing individual situations, in full respect of international law and without creating a pull factor, the conclusions of the meeting of heads of states and governments read.

In order to “definitively break” the business model of the smugglers, preventing tragic loss of life, the EU Council considers necessary to eliminate the incentive to embark on dangerous journeys along Mediterranean. The new approach to the problem is based on shared or complementary actions among the Member States to the disembarkation of those who are saved in Search And Rescue operations.

The new strategy of reception of illegal migrants outside the EU territory reminds experts an Australian systems, functioning both direction – saving lives of illegal migrants in sea, and the same time protecting national borders.

However Italian Interior minister Matteo Salvini announced his interest to see the EU passing for concrete actions, namely against those NGOs who help  smuggling illegal migrants in Europe: “STOP human traffic, stop helping accomplices! #stopinvasion!”, he wrote in his microblog.

The discussion over the text of conclusions about migration went through the last night, representing a challenge to reconcile positions of Italy, and southern European countries at forefront of migration flows, and Visegrad Four group, supported by Austrian upcoming presidency, insisting that instead of the change of Dublin regulation and relocation of migrants through the EU, the support and solidarity among member-states can be introduced on goodwill basis. The reform of Dublin is left to next EU Presidency to deal with. Austria Chancellor Sebastian Kurz has already announced a number of initiatives to curb illegal migration.

Pharisees welcome to #Haiti!

The linguistic argument over  President Trump choice of epithet to describe the situation of rampant criminality in Haiti ( 219 murders per 100,000 a year), and some other African countries overshadowed the concern with the situation itself, becoming a hysteria of Pharisees, outraged for pointing to  the unpleasant truth.

African nations started to express their protest and request apology for the unflattering comparison, being used to comfortable “politically correct” public discourse, indulging in escapism. The population rushed to express their frustration and rage in destruction. A discussion in White House with President Donald Trump on immigration regulation that suggested asylum for people from Haiti and other likewise places, caused a whirlwind of emotions. Why US citizens  should welcome immigrants from “shithole countries” rather than from Norway? The question the President reportedly asked, according to sources present in conversation leaked to press and make headline. But it is not rate of gang rapes that concerned the general public, but an obligation to hide the abhorrent reality, making it a taboo. The next question is how to fight evil, if politicians are not allowed to raise an issue without censorship?

While the UK FCO travel advice  (see below) warns about horrors of Haiti, Pharisees among the US #Democrats attack the President for using an epithet, slightly hinting on degradation of failed states and territories, with highest rates of murders and gang rapes on planet Earth. Pharisees do not attack the problem, they attack the President pursuing their own political aims, manipulation public opinion in their own selfish interest, waging infowar against Republicans. Mogherini ignores Sophia mission failure

The EU top diplomat Federica Mogherini ignores the obvious Sophia operation failure in Mediterranean, in spite of the clear will of Belgium to cancel the participation of their vessel in sea rescue mission. Mogherini also pretends to be unaware of the assessment of the House of Lords, openly stating the EU mission has failed to prevent massive migrant smuggling to Europe.

Ahead of the Council meeting the Foreign minister of Belgium Theo Francken clearly stated during a national TV programme that his country has the intention to end Louise-Marie frigate participation in the Mediterranean operation, because of the double message it sends inspiring more migrants to undertake the risky journey in a hope to be saved and transported to European coasts, thus not only saving lives but also  increasing flows of the ‘illegal migrants” eager to gamble.

The UK House of Lords report on Sophia mission is even more eloquent in its assessment, entitled: “Failed Mission”. The major recommendation is to disrupt the business model of smuggling networks through required ‘concerted action’ at Libya’s southern land border.

The Council agenda foresees discussion on migration, focusing on the situation on the Central Mediterranean route. Filippo Grandi, United Nations High Commissioner for Refugees and William Lacy Swing, Director-General of the International Organisation Migration will both take part in the discussion.
Grandi is also known for his criticism of the ‘xenophobic climate’ in Europe vis-à-vis mass migration from Africa and Middle East.

EU migrant crisis deadlock

Although  focused on sanctioning Vicegrad4 (V4) group members – Czech Republic, Hungary, Poland and Slovakia – for their reluctance to accept the refugees and migrants after the wave of the terroristic attacks in Europe, the EU does not have a concept or strategy for long-term solution of the problem of illegal mass migration from Africa. Tactically forcing the V4 to accept some thousands of migrants will not lead to the a halt, or even a relieve in the  Italian shelters, but achieve the opposite,  encouraging new massive arrivals. Even if hosted  proportionately among all EU27 states, the migration problem  will not be an inch closer to its solution, on contrary to what the leader of the European Parliament Socialsits @GianniPittella MEP, might hope for, insisting that there is no other solution, but sanctioning V4:

Next to old rivalries and violent conflicts the West introduced the new once, as a result of a passion for regime-change Libya has been degraded from one of the richest African nations under Colonel Gaddafi rule to a failed state, terrorized by various groups of jihadists, whom he once fought. Failed state became an open gate for anyone in Africa interested to try his luck in Europe. Different sources mentioned 15 000 jihadists who have already infiltrated in Europe with migrants flow, waiting for a suitable moment to strike.

Until Libya remains no man land, the perspectives to curb the flow of migrants from Sub-Sakharian  Africa stay feeble: countries like Nigeria with two million people fled from the militant group Boko Haram’s violence since 2014, will continue to represent a reserve of refugees eager to risk their lives to reach Italian coasts.

At the moment  six million people are looking for an opportunity to cross Mediterranean, gathering at Libyan coast, according to a report leaked to Build newspaper. The plea of the European Liberals to relocate to each European town “30 migrants” doesn’t work either, because it will privilege the happy few, inspiring deprived millions to require the same treatment. The re-location of even one million of Africans to V4 countries will not resolve the problems of the entire 1,2 billion population of the continent, suffering violent conflict, poverty and famine.

The restrictive measures towards V4 will alienate the citizens of these countries from the EU project, which has been passing through turbulent times of Brexit – the decision largely taken in discord with the EU open door policy, and a broad gesture of Chancellor Merkel inviting one million migrants to Germany. Calais camp Jungle has also played its part, while Britons were casting a ballot in referendum to share common destony with Europe. However not everyone shares the views on sanctions against V4 as a solution: the leader of the European Parliament Nordic Greens MEP Gabi Zimmer admitted that the sanctioning is not, she believes in solidarity, but she doesn’t precise where its limits are.

The dilemma for the East European nations is the choise  between European Funds they are threatened to lose and security.

Ahead of the International Day against the use of child soldiers – 12 February -the EU top diplomat Federica Mogherini and the UN Special Representative for Children and Armed Conflict, Leila Zerrougui, pledge to intensify their efforts to end the recruitment and use of children in armed conflict.

“On the International Day against the Use of Child Soldiers we jointly celebrate a growing global consensus among UN Member States that they should not recruit or use children in armed forces in conflict and that boys and girls should be protected from all grave violations.” –  continued Mogherini.

“Child soldiers are always the victims: forced to combat, often brutally abused, and not rarely isolated when they finally manage to get back to their communities. I met Colombian boys and girls who have managed to quit the FARC’s guerrilla and are now looking at their future with hope”.

“We have the duty to keep supporting them and all the former child soldiers, to give them the chance of a good education and of a place in their societies. At the same time, we will continue to bring forward our engagement in ending the recruitment and use of children by armed forces. Depriving a child of its rights is depriving a society of its future,” – said Federica Mogherini.

UK to walk away without a deal?

The UK departure without a deal as a concept appears persistently in different contexts, approaching the date of the triggering Article 50, promised by Prime Minister Theresa May in March, likely before the Treaty of Rome celebrations on the 27th, but after the Dutch general elections on the 15th. The UK officials do not wish to harm the fragile ties with the EU27, and complicate the situation of one millions of compatriots, chosen the continental Europe as their home.

The hostile rhetoric of the EU high officials, especially the Jean-Claude Juncker, the head of the European Commission, and the veteran of the EU project, made many politicians and experts to consider the departure without any settlement as a viable option, shielded by the WTO rules.

The perspective of the free-trade agreement with the US, opened after the visit of the PM May to the White House, makes ‘no deal better than a poor deal’ approach a leading trend.
